After the U.S. government passed the Telecommunication Act, 1996, the concept of competitive local exchange carrier (CLEC) emerged on the market forefront. The advent of CLEC is likely to increase competition between the local and the long distance phone service providers.

Basically, CLECs are local area businesses that purchase or lease telephone lines and switches from major telecom operators and provide the consumers with alternate telephone services. These carriers offer better quality services than ILECs and offer it to consumers at a reasonable price.
